He is Full Professor of Administrative Law at the University of Bologna, Department of Legal Studies and Official Professor of Administrative law at Specialisation School for Public Administration Studies (SP.I.S.A.), University of Bologna. He is author and co-author of several edited books, articles and notes on public-private partnership, public enterprises, privatization, public utilities, energy law, public procurement and contracts, banking and urban law. He is member of the Working Group established in 2022 at the General Secretariat of the Presidency of the Council of Ministers in relation to the objectives set by the PNRR for the analysis of the issues relating to local public services. He has been member of the Unity of Administrative Simplification, Italian Government and of the Study Commission on the Reform of the System of Independent Authorities, set up by the Minister for relations with Parliament and institutional reforms. In addition to his academic activities, he practices as a lawyer and consultant for private and public companies.
